Your guide to citations and works cited in MLA Style, 9th Edition

Government Documents

Give the name as presented by the source. If the author is not specified, or is unclear, cite the author as the government agency that issued the document, listing the entities from largest to smallest - so government, then the ministry or agency. For dates, give only the year even if the source gives a more specific date.

If the author and the publisher are the same, omit the author.
